Anadolu University (AU) and SUNY Empire State College (ESC) are in charge of running this program. The program has been accepting students since 2010. Both institutions issue their own diplomas. Both universities provide transcripts of courses from both institutions. Transcripts cover the lessons learned from both institutions.

The language of instruction is English. To be admitted to the program, students are required to score at least TOEFL (PBT) 550, TOEFL (iBT) 74, and TOEFL (CBT) 213. An IELTS score of 6.0 or higher is also accepted. Those who are not proficient in English will be educated in the Anadolu University English Preparatory Program. It is necessary to get at least 60 points to pass the preparatory class at Anadolu University. Students are allowed up to two years to complete the preparatory program. Students study at the Anadolu University Yunus Emre Campus (Eskişehir). Students who fail in the preparatory class for two years can be placed in a higher education program in Turkey by ÖSYM according to their university placement score and preference, or if they are successful in one of the three exam rights within three years, they can enroll in the program again.

To succeed in the courses that Empire State University determined to be taken from Anadolu University, students must receive at least a CD grade. Moreover, at the start of the seventh semester, students must have the language proficiency required by Empire State University (TOEFL or IELTS).The tuition fee will be determined at the beginning of the semester for the Anadolu University English Preparatory Program. In addition, after passing the preparatory program, students are required to obtain the language score (TOEFL or IELTS) required by Empire State University until the beginning of the 7th semester. Optionally, students can take a maximum of two courses in the summer school in the USA or in contracted European countries. The student pays for expenses such as books, accommodation, transportation, etc. during the summer school. Students who are accepted to the international joint undergraduate program and want to attend summer school in the USA or Europe are obliged to obtain the necessary visa.
